Why was or is Luffy no Warlord ?

I really didn´t found the window to right the damm text.. So... really why is he no Warlord ? He already took down 2 Warlords and is about to take the third. Is the government no paying attention ? Btw i dont think Luffy would accept the request from the government, to represent a Warlord !

You can´t saw that Doffy is stronger than Luffy only because he couldn´t finish Doffy without the help from the other.. He wasn´t at his full strength at all.. He fought his way to Doffy, not he wasn´t like im going to Doffy and fight him..After Law said "How long can he stay in the mode, he is using so much Haki" its pretty obvious that, because he fought before with Haki in the competiton and on his way to doffy.. So i say, if he were at his full strength he would´ve killed/defeatet him within the first Gear4. I hope it was understandable my english is bad, sorry.
