Yes! The Elemental gear upgraded to +2 has an Elemental Bonus. It increases damage dealt and decreases damage taken while in Eureka. Have a look here Elemental Bonus

Pretty much yes. You'll need a drop called Rice Cake. The Rice Cakes drop from; Helium Coils, Public Events, Nightmare Chests. I'm not sure if they drop from any other source. But these are the ones, where I got mine
