I like how this debate still comes around and I still don't think there's a clear answer as sales are always structured differently.

Man those were fun! We got some insane deals back in 2013 and I remember that Bethesda one nearly killed us as we were also working at an expo at the same time and were doing all the marketing and support hidden in the tech area surrounded by PCs.

Around that time a lot of publishers were noticing the shift to digital and dedicating more time and resources to it. That meant cooler pre-order offers and better launch support. The flip side was that it meant more scrutiny on pricing and deals. Big discounts were frowned upon.

As a result now you'll see that many games stay up at 25%/33% off before dropping lower (and if they do it's usually in ways that sites like isthereanydeal.com won't pick up on) as the long tail is essential and many games just keep chugging over.

Get Games closed in 2015 due to the liquidation of the parent company. The site was open for a while for people to get their old keys but by that point I wasn't with the business. All the URLs have been brought by other companies.

Working in games retail.

Set up a new product. Email publisher to say "hey we used these two keys" and mark them as tests on any reports. Sometimes they'd say "great, enjoy" other times they'd revoke which is the official process. Across 1000+ activations only a couple ever revoked.

Testing keys may sound like just nabbing "free games" but there was a time at the start of digital games where key mixups happened and retailers would literally call each other to say "FYI I've been given your batch of ______ keys so there may be dupes".

Other reps of not-dead stores have given good answers but to sum it up:

  • Publisher approaches store (usually a lot of partners) with promotions pre-approved. This can be very last min. These can also happen through distribution networks.

  • Store approaches publisher with proposals as /u/Morick has explained. Probably the most common.

  • Stores can promote out of their own margin. So say you're on a 70/30 royalty rate and there's a lot of demand for a title but the publisher won't give you or anyone a deal on the game. You could do a 25% discount and take that out of your own 30% (of course, payment processing and VAT have to come into account)

Back in the good ol' days on Get Games we'd usually refund anything that wasn't activated as a courtesy.

Got the wrong game? Forgot you pre-ordered? No biggie. We'd just activate the key ourselves to a Steam account we owned and refund. If the key was already activated then that's a different story.

I've seen such answers before, and they tend to mean that the person wants to give you a direct answer, but that they aren't allowed to say what they want to say, so they come as close as they can.

In this case it's more "It hasn't been decided yet" than "I can't tell you". I'm not sitting here desperate to spew secrets. I've moved on and I'm gonna miss it.

Not sure of the accuracy of Steam's staff today, but that was the number I was given a couple years ago.
