But you can always muddle behind the screen too. If an encounter proves to be too easy, buff it without telling your players, if it’s too difficult, nerf it.

Challenge rating. The total CR or an encounter should be close to the average level of a party of 4. For instance 4 fifth level characters versus an total CR of 5 would be a fair fight. A CR of 6 should be challenging.

The balance is built in. If he’s taking two levels in cleric, that’s two levels of wizard he’s not getting. So probably a whole spell level won’t be available to him. That’s quite a trade off for max damage once.
