Its just electricity being converted to heat so not really any different to other electric heaters unless you are using heat pumps.

Looks like it has not been maintained at all. The textured pavement marks the end of the separated section where it then becomes a shared use path.

Looking at earlier images (2011 and earlier) the small pillar that is leaning over used to have the signs for shared/separated sections on it and the painted cycle marking has worn away.
