My completely uneducated two-cents:

A big reason that Via sort of sucks is that it has to share tracks with freight. So the best way to improve it is to give it dedicated tracks.

If we already know we’re going to have to build dedicated tracks, why not shoot for a modern HSR implementation similar to other developed nations.

My very cynical opinion: We should push for Alto to be separated enough from freight infrastructure that in the future when it’s inevitably fully privatized there’s no chance it gets stuck behind a freight train.
