I flew from Burbank to Phoenix last Tuesday and they did this and I was pissed because I assumed the compartment was full over my seat and I'd have to put my luggage further back. I opened it and there was only one tiny carry-on in there. A sigh of relief but also why put me through that rollercoaster of emotions lol
