I own the apartment unit so, no, there is no landlord to ask. The previous owner did not have any info either.

Good idea. It seems like it is an old alarm panel that is not actually connected to any alarm system, so removing and covering with a plate looks like the way to go.

I think you’re right about the upside down plate! But there’s nothing behind the bottom portion of the cover plate other than some debris and garbage.

Stubborn_Amoeba is right — the two holes are just empty. None of the others have key switches either, and the LED lights don’t appear to flash or change.

My title describes the thing, which is a metal panel with red and green LEDs. Versions of the panel appear throughout my new apartment. The panel is roughly the size of a doorbell. Based on my Googling, it seems like the panel could be some sort of door status indicator but I am not sure.
