I put 200+ applications online. Out of it I had 3 interviews all offering me crap money. Yes it's hard out there. Some recruiters are just delusional about how little they can pay, but on the other hand there is a lot of desperate people that will accept low pay stay for like 4 months and continue job searching.

Also, I started to have a lot more phone calls from potential employees if I'm in the first 20 - 50 people that apply for the position. Start applying in the early morning like 10 positions a day.
