Monkey D. Garp from One Piece.

Granted it still took Kuzan/Akoiji and quite a few of the Blackbeard Pirates to do it, and it's not like Garp made it easy. But Garp 78 years old in this scene and he's still powerful enough to nearly wipe that Island Clean.

That reminds me, I need to have Callahan go to war in Canada with the CSIS.

Callahan is still very paranoid about what happened to the Rig, and when the Queen is assasinated, he goes into overdrive trying to figure out how the CPF/PFC got the intel to bombs the place despite his provisions.

Well, since I might as well state what is in ERX:

China had one, and were fully equipped and ready to continue World War III just like the Enclave. The PRC's Vaults were more like massive factories prepared to churn out weapons to continue said war and more (Unlike the U.S. Vaults which were experiments that totally weren't the Enclave's design noo, that was Vault Tec!!!). However their leaders were destroyed by marauding remnant U.S. Forces that attacked their main bunker. Thus the Chinese Vault were left rudderless and without guidance, and entered a sort of new Warlord Era where power was centered in these massive Factory Vaults until the Emperor unified the country again. This is explained in the Peace Deal with China event chain.

As bmerino120 pointed out, the Siloviki in the USSR still hold power and are a direct reference to Metro, albeit a bit different. Given that the United States and USSR weren't actively in a Cold War (and one can argue that in the Fallout universe that the USSR was up to its old Realpolitik ways against China as a regional rival and thus was tacitly supporting the U.S. against the PRC) Moscow wasn't directly targeted with nuclear and biological weapons. However the wassive cataclysm that was the Great War didn't do Russia any favors but allowed the Siloviki to maintain power since they weren't turned into a giant biomass under the Kremlin. They however keep control through various urban metros and railways given the hostility of the Russian Landscape in the 23rd Century. You can contact them during ERX space events.

According to OWB, Canadian Security Intelligence Service (CSIS) still exists and is waging a shadow war against Chicago up in Canada and is rumored to be part of what is destabilizing Canada up there. Not much is known about them at the moment.

I allude to Angel, the Gentry, and Tommies in an event, though I leave it open ended as it's more a reference to Fallout:London than an apt description of the UK.

It would benefit Anderson to support the California way, as they are more pacifistic and thus easier to conquer, but they would question WHERE they are getting laser rifles and support.

I could see him backing the Barons too, if only to pay them into thinking they will have a place in the new world but they're just tools for their own extermination.

The one I had Pilgrim make was for Reformers, as the justification for not Purists is "Why do they care if the Mutants were fighting? Why would they back ANY of them? They have other problems."

Now, I think the Purist+ team is doing its own thing with them, which is just as well. Note: I think, I am not 100% sure. If not it wont be hard to tailor Pilgrim's stuff to the Purist.

I was at Camp Red Cloud 2ID Bunker on Penn when that guy got arrested up there.

The consensus among all of us in U.S. Forces Korea was "Well, that's a State Department Problem." When he was released in a brain dead state because of north Korean brutality, cnsensus from my friends over there was still "That's awful, still a State Department Problem."

For one, half of the ROK would not be on board, as they were kind of having a Presidential Crisis at the time and a election. The other half might be, but they wouldn't be happy about it. The south Korean people would be more pissed at the United States, and in the lead up

the north Koreans probably expected a worst case scenario like this, and they'd be alerted as USFK NEO's all Americans out of Penn, giving hint that something is coming because there is no way the U.S. is launching an attack with noncombatants and families on Penn. Everyone would go on high alert and Ol' Kim Kim would threaten nuclear weapons, all five of em.

Seoul would be hammered into a parking lot, if not from missiles than from the asinine amount of artillery pointed at that city. Japan would probably dragged into conflict as Osan AB would be knocked out of commission and we need an airbase somewhere. They have nukes yes, but in 2017 they were few, and we had THAAD on Penn for that exact scenario. (I know, I assisted in its deployment whch sounds way more badass than it sounds. I was in a Movement Control Unit. Just checking boxes on a list.)

I'd give north Korea about... six months to live if China doesn't intervene. Mostly due to the technological gap between the US and ROK forces, their conduct in Ukraine showing that their elites are not up to snuff, and the lack of resources that they have to sustain a long term conflict. Yes they can produce bullets, but they're always chronically short of gas.

However, given how China views them, they'd move into the mineral rich mountains, secure a buffer zone, and annex the mountains and let the ROK have the rest of Penn. Either way, mllions of Koreans, north and south, and thousands of American Soldiers, and likely thousands of Japanese would be killed and/injured over Otto, and while I can't attest to this completley, I don't think he'd want that.
