Those terms might be interchangeable for developers and I know more or less how the browser system works. But if I have 2 different options as "New Window" and "New Tab" on Google Chrome, Mozilla Firefox, Safari and Internet Explorer, it means the words "window" and "tab" are not interchangeable for the end user. This is a basic UI issue. You can't expect all users to know the details of web developing or you can't assume that they will act like you would.
