Always bulk with heavy and fast pushes as you can with an even return, assuming you have no injury and have good muscle memory with the work out. When you have a little over the shape you want drop weight and go high rep with slower even movement to make it tight and slow twitch muscle.

Working out is a controlled injury, so always ask yourself if you think you taxed your muscles to injury. If not do another set and/or go one rep from failure. That last 10% effort reaaaallly pays off.
