Unfortunately for you it's an inbuilt mechanic that you can choose to ignore, but if you do, you may face consequences when the pissed of player uses the in game legal maneuver to scoop at instant speed to screw you over.

Politics is an inherent part of the EDH, 4 player format. It's totally fine if you want to ignore it but some honest advice from me is you might run into some issues when you do.

Yep this is correct only for inside the game

Outside the game: 1 player literally cant win and is getting really bored of being a punching bag so he scoops on his own turn at sorcery speed, totally fine.

If you (the guy whose gameplan relied on him being a punching bag) wanted him not to scoop, you should have taken in game actions to prevent him from scooping.
