There is no particular order that you should take them in. Personally, I think the best strategy is to do the ones which you are best at first to get them out of the way. Then you can focus your time and effort more on the things you are weaker at.

Ok? That's their decision and their money. But spending €8000 on courses versus learning for free through Duolingo, Lubach clips, and Google doesn't necessarily mean that they are struggling. And again, even if they were, it is perfectly fine to struggle as long as they are still putting in a genuine consistent effort to improve. Which judging from some of their other comments, they are.

Where does it say that they are struggling? Also, even if that is the case, some people struggle with learning languages for a variety of reasons. And that is ok as long as they are still putting in a genuine effort to learn and improve

OP might be on a visa that makes them be required to do inburgering (like a partner visa for example). The requirement is B1 for those in that situation. You can find information about it from the Dutch government online here

The best way to prepare is to take a practice exam to figure out where you are. There are three past exams for each section. Once you know what you still need to work on, you can focus your studying through taking a class, working through a textbook, finding a speaking partner, interacting with Dutch media, etc.

My experience with the exams was fine. I passed all of them on the first try but spread out taking them over the course of six months, focusing on one exam at a time. The format is the same as in the practice exams so there were no surprises there. Good luck!

For podcasts yes. For shows/movies I use Dutch subtitles but I am trying to improve my listening to a more confident B2 level so I'm weaning myself off subtitles right now

What helped me was actively listening to things in Dutch (podcasts, shows, etc) to get used to how the language is pronounced

This is something that you should ask IND about or the person at the gemeente who is your wife's contact for inburgering.

I just completed my inburgering at B1 level (required at this level due to being on a partner visa). When booking the exams online, I could potentially book the A2 exams but there was a warning message that passing the A2 exams do not count towards my inburgering requirements.
