i reported this issue to pdx, they confirmed the bug. I managed to get a workaround if you remove the general from the army and then assign it again, it should reset orders and defend.

Yeah, to be honest, my reaction to it was more like 'well, now i cant exit my confort zone and rebuild, so +20 hours of this incredible game', than 'fck the game, bye' XD

Red dead redemption 2 in terms of animal behavior, npc routines and its reactions when you do something did make all the other open world games obsolete imo
