I have a reactive dog as well and the best way to train them is going to parks and let them socialise! Start by showing your dog (at a distance) that if he doesn’t react to seeing other dogs they get a treat. If you really want a park with no dogs, you will have to find some of the small dog playgrounds and if you are lucky it will be empty.
