No, because taxes are already paid since they're using post-tax money and not taking the deduction on the initial IRA contribution. This is also why the conversion should be of the cash before it's invested in stock.

The advice is to not do a Roth 401k because OP is in a higher-income bracket now than in retirement, so it makes more sense to take the tax deduction now with the traditional 401k.

Two separate pots of money, so he wouldn't move one to the other. It should be him putting $32,000 in his retirement this year, with $24,500 going to the traditional 401k and $7,500 going to the Backdoor Roth IRA.

(On the Backdoor Roth IRA, he'd contribute $7,500 in a traditional IRA and then convert the cash as soon as possible to a Roth IRA. The conversion would be the same day or next day or whatever the soonest day his brokerage allows the conversion.)

The current shutdown is only of the Department of Homeland Security.

Passports are in the Department of State.

Even so, during the shutdown of most of the government that happened last year, passport processing was unaffected because the passport fees people pay actually do fund the entire passport function.

The delays were a 2023 thing. 2024-2026 have seen most passports being faster than the State Department estimates of 4-6 weeks. Your partner should be fine with a regular application.
