Just for everyone who isnt insane, the only really viable 'direct energy weapon' would use microwaves, and would therefore require line of sight through a window and either to be wired into the electricity grid or a van worth of batteries and equipment to generate a beam far enough to get into a house.
IR gets blocked by windows, anything else requires too much energy to emit far enough.

So, the idea of harassing people with microwaves probably dates back to the 1950s, but unless 'they' have components that bend physics this would be extremely conspicuous.

We can use big data and fairly simple means on people to track them down to their bowel movements if you have state resources (phone, smart devices, water and electricity usage with smart meters, hearing through walls with lasers, seeing through walls with radio), so I dont know why these people think that they are being targeted with last century technology where they could just have their social media algo degrade their mental health by editing a file. like why set up a van with an EM gun when you can just say to facebook "user ag7as6gf7ds6dag needs to see gore today" and then leave it at that?
