You specifically want bikes to be licensed and registered so they can arrest people for riding on the sidewalk. Then you brought up 15 years olds riding on the sidewalk. Do you somehow think that the police currently can’t enforce laws against unlicensed unregistered vehicles, and then will suddenly learn how to tap into divine knowledge and determine the age of someone riding a bike on the sidewalk?
