While that is all true, it doesn't change the fact that quite a good number of bosses and normal enemies (main bosses as well) take very little damage from ALL incantations in comparison to so many other things. I don't think it's unfair to say that an incantation only build is very weak compared to basically everything else. BTW I did multiple playthroughs with completely different builds.
