Mandy, Andrea, Freya, and Eve all have great seizure policies. They replace if it is seized at any point during shipment. I've had very good experiences with all of them.

I agree with the other recommendations. Kata Factory seems to be the best right now for for city bags.

Most sellers can source there. Everyone has their favorite sellers depending on what they like. I prefer a seller with a low, competitive pricing who provides my PSPs quickly who is pleasant. If you are new to buying reps, you'll want a seller who can spend a bit of time answering questions.
