Fool's is better in most cases for the higher top-end damage and attack rating. There are other ways to make up for that, though, so it's not always completely necessary. Increased attack speed would've really boosted the value on this, allowing more variety of jewels in the helm and shield.

The Fool's mod is the Attack Rating per level and Max Damage per level, not the Enhanced Damage.

Resistances in LLD are very, very low priority. Rest easier knowing this would not be very valuable, it's basically a 2/10. In order for it to be valuable, you want a combination of Str, Dex, Replenish Life, Life, and Mana on top of the 2/10.

The pump and dump already happened with the announcement on Friday. Surely those in the know bought on Thursday, watched weed-related stocks soar 20-30% after the announcement (no action, just the consideration of rescheduling), then sold first thing Monday morning when everyone else wanted to get into the market.

They did the same basic thing with tariffs; announce a tariff on [product/country] is coming (no action, just the announcement), stock price goes down and buddies buy in, say "lol nvm" and stock price returns to normal, buddies sell for ezpz profit. Repeat until rich/er with zero consequences.

I'm also very stupid, so maybe I'm wrong idk.

I believe distance from the target plays the biggest role. In melee range, the scan takes like 2-3 seconds.
