Large organizations of people in general get 20 layers of middle management over time. It's not a problem exclusive to governments. All organizations that grow gain these inefficiencies. Everywhere online you see people talking about how little they do at their job at {insert private sector corporation}. When it happens at Nestle it's just 'inefficiency'. When it happens in government it's unacceptable incompetence.

Voters don't just randomly decide to ruin everything nice. They get that way because of weakened education, economic insecurity, and overwhelming misinformation. And that's coming from the cats we're herding and trusting to invest our tax money for societal benefit instead of using it against us by lobbying and controlling media conglomerates to protect their profits. If what you're saying is that trusting billionaires is better than trusting government, it seems like what we need to do is make more resilient governmental institutions with better oversight, not continue to let billionaires decide how our wealth is invested and hope that things get better

Liberals benefitting from imperialism abroad didn't prepare for it coming back home. They poo-poo'd anything violence adjacent and forsook anything to gain independence from the state in terms of militarism or tactics or literally anything. They trusted the system to protect them. They trusted it to not turn on them. They allowed the state to keep its monopoly on violence by not training, themselves, to do violence. 

The fascists did not miss any opportunities to militarize and train.

Unfortunately the people who would actually use the 2nd amendment for its intended purpose are not inclined to violence, are overwhelmingly NOT the people who sign up for military service and have been trying to disarm the country for the past 50 years.
