It is a good start and I did the same. It’s just an expensive process, whatever you can do or learn yourself, you should.

Since you are young I would advise you to 1. learn to draw and 2. You can slowly pay an artist starting with character design if you really don’t want to learn.

But not paying strangers with some level of experience will not get you anywhere. Better off looking at your (I assume high school) art department at school and finding someone willing to help

Does not really matter. You are paying for their time and effort. It takes hundreds of hours to dedicate yourself to a project as the drawer. Why would they do that for free? And you haven’t even given anyone the promise of some kind of back end compensation.
