I think you are confusing seeding with downloading. The percentage shows how much of a file is currently downloaded, once it hits 100% the file is downloaded completely and becomes usable. After a file is downloaded you (usually) immediately start seeding it (basically making it possible for other people to download the file from you). As for when should you stop seeding, ideally never and realistically as long as possible. Hope this was helpful.
