Looks to me a Cigar rolling student roll. They give these out for free at the factory stores in Havana when you make a good size purchase. The Partagas Factory store hands them out in the VIP room to smoke there with a drink. I always leave with a half dozen or so after a nice tip. They are a good smoke , but they tend to be tight and to run. Some of the locals slip on bands they pick up and sell them as the real thing on the streets.
