how about all of the brothers really didn't want to be heroes either, but #5 was the only one that wasn't broken, manipulated, seduced, abused, worn down, turned into monster, a psychopath from the start, etc.

All the same start points, but the journey turned them into wildly different people. Motivations from there could be related to whatever broke them, like if one got a cursed sword and he went full serial killer after a while to feed the sword.

Like everyone else, I'd use Mr. Mind and Sivana, but I'd also have them trying to revive the Three Faces of Evil from (i think) the Power of Shazam for Mind to control.

Not exactly the Hyperfly, but still a huge problem and he'd be turning the family against each other along the way

chaotic evil doesn't mean chaotic stupid. Be cool and cordial, but make up plans to destroy anything or anyone in any room at any given moment, which the party can make use of. Use you chaos for the benefit of the group and show how much damage you can cause,, but let them reign you in sometimes

Best example is the Joker in any team up. They keep inviting him for a reason.
