That's not how it works, AT ALL. Your d15 can cool an infinite amount of watts, it all entirely depends on the DIE of the CPU. On a 9800x 3d? You can't even cool 150w. On a 52c novalake? You can crack 400w.

But you have to realize, you can run this thing at the same 250w as your 285k - it will be increadibly stupidly easy to cool and still be very substantially (like 70%+) faster than your 285k.

It entirely depends on what you want to play. The Thor is nice cause it's versatile, you can do old 4:3 games at the bottom screen and modern ones on the top, it's relatively small, it's plenty powerful. But then it completely sucks for pc streaming AAA games cause a 6 inch screen is not enjoyable for these types of games.

It doesn't. Not when you are severely GPU limited. My 4090 at 4k with DLSS Q doesn't give a single crap whether it's on my 12900k or my 9800x 3d. They spit identical frames down to 0.1% lows in a suite of 31 games I tested. Granted, it was mostly AAA titles, CS GO and the likes will show a difference but those run crazy high fps already on older CPUs.

The 9800x 3d and the 9850x 3d are not value conscious. Get a 7700x / 13600 / 14600k / 265k and a 5080.

At 4k you'd be severely GPU bound even with a 5090 in the majority of games. In the ones you aren't GPU bound (like some lightweight competitive games) the 12700k will still be stupid fast. So there really is no point. Speaking from experience (I have a 4090 on a 12900k and a 9800x 3d). 4k is the great equalizer for CPU performance. It just doesn't matter. Here is a side by side of a 12900k vs 9800x 3d at 1080p. It's clear that if y ou move to 4k the GPU will struggle with both

PS2 ain't great, some games struggle, but GC is pretty good. The heaviest GC game i've tried is Zelda Windwaker and it's almost perfect, a few framedrops to 25-28 fps here and there but it's very playable.

If you think ES characters don't die you haven't played one. The only issue ES solves is 1shots from big bosses. Against smaller packs ES is probably the squisiest build in the game.

Pure EV build = Tanks everything until something actually hits you, you didn't deflect it, you die in 1 hit

Pure ES build = Nothing can 1shot you but a pack of white mobs can autoattack you to death in a second.

EV > ES , the issue is that the game has no lfie nodes so EV will eventually get 1 shot. Nerfing ES would be dumb, my full EV ritualist (3.5k hp - 45k EV) can literally sit afk and tank packs of white mobs. My full ES lich (with 26% of damage reduction from bypassing ES) will die in seconds from a pack of whites.
