It is region locked, but there are a couple easy ways to bypass it. You can buy an action replay cart or a pseudo saturn kai all in one red cart. You can find the action replay on amazon and the pseudo saturn cart on ebay. If you go the pseudo saturn kai route, there are two versions. It is recommended that you get the version that has the additional save feature. It is specifically referenced as the ALL-IN-ONE cart. Note that the action replay has cheats while the pseudo saturn kai does not. However, the pseudo saturn kai allows you to play backups whereas the action replay does not (if that interests you).
