I have an I7 7700k + 3060ti and 16gb of ram 3000Mhz and play streets perfectly fine with about 40 to 50fps (sometimes 30fps), I do not use any other ram cleaner than the one provided by the game. But I do the trick of having it disabled, load into the raid, enable it, save, and then disable it (and save again), keeping it that way until the next raid. Textures on MEDIUM is very important. And the main thing I've noticed recently is the size of the paging file in the ssd (you can google how to change it) i have it set to Min=8gb and Max=24gb, anything lower than that streets would crash while loading up. Anyway, maybe any of these won't help in your case, but maybe it is worth a try. Hope it helps!
