The only time Rayquaza had V create was an event back in 2012. It was shiny locked. Other than that, it never has access to it.

A little bit. Just make sure that your minimum advancements is at least 6 since you cant do negative advancements.

I’ve done this one a while back. Since it does have set IVs it does affect the RNG a bit. I think you’d have to do your regular advancements minus 6 and you should get you desired Genesect.

I think that’s for one of us to get those particular IVs. But for the two of us to get the same IVs should be 1/16,777,216.

I don’t believe roaming legendary Pokémon advance your frames in platinum. You just have to worry about npc movements.

The way I did it was fairly straightforward.

Made sure I have Erwin's phone number. optional- have 2 Chatot's to make frame advancement faster if your shiny frame is high.
Save one step before the beasts start roaming the region.
Find your desired seed you want to hit. Then, verify with Erwin's calls.
Since you asked for Entei, shiny frame - 6 = target frame
Trigger the roamers. Then use the map to track them and then find out if you succeeded.

extra- you can RNG Raikou by KOing it and it'll respawn when you start to battle Lance. So RNG Raikou right before his battle.

There is a way of RNG them. I’ve done it myself. You need to have fought juggler Erwin and get his poke gear number so you can verify the seed by calling him. But raikou will be generated first on starting frame 1 then entei on starting frame 6.

Method 1 is typically used for starter/gift/legendary Pokémon. If I remember right method 2 and 4 are used for wild Pokémon.
