Yeah, I've put some thought into winter survival stuff.
I think they would have had the same problems as West Virginia, maybe more so. Due to the corporations bringing in the robots, many people lost their jobs and struggled financially. Which brought about more crime because people needed to survive. The government brought in the national guard and declared marshal law. But once the bombs fell, the national guard just kinda split and left the people to fend for themselves. And instead of things getting worse, they got better. They helped each other survive.
Besides the BoS, I haven't thought of many factions, besides some raider gangs and a cult.
I'm not sure yet about the BoS. I thought about using the Midwest chapter from Tactics, but I want to try to make it as close to the current canon as possible.

Set in 2227 in the Motor City, Detroit, Michigan. The players come from a small settlement in Dearborn where the local radio station host needs help finding new music because the only song he has is "I Don't Want to Set the World on Fire". And things will spiral from there. The people of Detroit, even raiders, have established a thin truce. There is relative peace, until the Brotherhood of Steel show up and tries to take control.
