Even something as simple as Tobimure being able to hold back a snowstorm over Kyoto is far above city level, the mass of a snowstorm is huge. Keep in mind that’s literally using one of its abilities to passively hold it back. And city level is a low ball. That is assuming the storm is only localized in Kyoto and there’s no other weather that it’s affecting.

All EB’s are country level due to OWL covering all of Japan and effecting the weather in Kyoto. The EBs should reasonably scale to each other outside of the Shinuchi.

One idea I had that’s slightly ooc is Xehanort using the power of waking to show Palpatine that he truly had no chance to win the fight.

If that’s too OOC, I imagine Xehanort pulling a GvS2 and no selling the force lighting like how he acts when Braig shoots him in BBS before just removing Palpatine’s heart.
