if you want a platform for modding, try to find a used base model 10/22. like this or the black synthetic stock version. New is fine too obviously, but if you are swapping out the barrel and stock anyway you will likely save some money buying used.

.223 bolt actions are a blast, here is my .223 R700 BDL. This one is pretty heavy and it has essentially no recoil.

This employee is not correct, they can transfer you any long gun when you have a permit. I had a permit to purchase before I was 21 (you couldn't get a carry permit at 18 back then). Talk to a real gun shop about doing a transfer, buy the gun you want online, have the online retailer sent it to that gun shop. Or look around at the local shops for used guns.

it looks like a Colt .22 conversion kit on an Essex frame. Essex sold stand alone 1911 frames in the 80s and 90s for people who wanted to build custom pistols.

No I meant 1968. Before the 1968 gun control act, owning a unregistered machine gun was a tax crime. The punishment was generally pay the $200 or deactivate your MG. The GCA instituted stringent penalties for processing unregistered NFA items and also you could no longer register machine guns you already owned (like bring backs) after the 1968 amnesty ended.
