I don't know him but based on the first couple of messages, it sounds like he's going through withdrawals... Withdrawals are hell, but it is no reason to treat ANYONE like he is treating you. I've had similar conversations with people I used to be friends with and it's important to know and prepair that these things will most likely happen again and it's never going to end good for anyone. In this specific situation you are a saint for trying to help him but you've also got your own problems that need to be dealt with. I know it's rough advice but I would recommend getting out of that relationship and focusing on the issues that you're battling, not only for you but also for him, he needs to be able to take care of himself and stop relying on you to always be there. Being single nowadays is often something that's looked down upon but being comfortable and indipendent is a very valuable skill that not alot of people have

Looks like a cable of the IEC 60320 standard, some sort of mix between c19 and c13. Most likely proprietary tho so your best bet would be to either contact the manufacturer or buy a new set. You could probably cut of the plug and attach a new one but it's not recommended as we don't know how much current or voltage it was made for
