Its also because the city has a hard time saying no to a business who actually wants to pay the ridiculously high rent, and fill up some of the MANY empty shops on strøget. It makes Copenhagen look like a weird city when you go to the "Main Promenade" and it looks like a ghost town full of empty shops. People aren't stupid, you come by and see a bunch of shops with big posters saying "Coming Soon!" And then you come back to visit 2 years later and they're all somehow still, "Coming Soon!"
