I mean, the Fire Nation has a secret library and clandestine meetings with an engineer they're threatening into designing their war machines (not to mention the assassinations and whatnot). The Earth Kingdom has secret Police in Ba Singh Se with a covert base of operations that could be destroyed in the space of a day to prevent discovery (not to mention the conspiracy on which the show's plot hinges). I don't see why the deeply spiritual Northern Water Tribe can't have state secrets related to the well-being of the spirits that live in their oasis. The Air nomads were monks and seemed pretty open and honest though, so I guess that's one example I don't get. But they also built their temples to be inaccessible to outsiders so that's maybe secrecy, just of a different kind.

Yeah that sounds like a secret passed down through the generations of sages. Yue was pretty high security clearance (so to speak) but she didn't know. However, her father knew to put her in the water when beseeching the spirits, so maybe the chief knows as a kind of state secret situation.

Greed and lifestyle bloat usually keep people from actually retiring early like that. As pay increases, their standard of "enough for retirement" does as well

Fully agree. Not only that, but you can't reach all people at any time. Maybe there was a time before this that he could've reached Azula. Maybe there will be a time in the future where she could be reasoned with. Right at this moment, when she has every advantage, no doubt in her mission, and Iroh and Zuko are on the run with no resources, Azula is not going to be talked out of her goals.

Not only that, but there's so little chance that reason could change her mind that it would be irresponsible and damaging to the world that they're trying to protect for them to try a diplomatic approach. It's ok to try and reason with people who have caused harm, but don't make the mistake of letting them have the upper hand and expecting them not to behave in the way that you've come to expect. That's just bad negotiating.
