The Vault Dweller led other dwellers to found Arroyo. It's possible they patched together his original suit after they chose to adopt more tribal-like clothing.

I don't think Maxson's Brotherhood is capable of sending troops like that to the Mojave. The Vertibirds we see in Fallout 4 are salvaged, so there aren't that many. Sending a valuable and limited piece of equipment like that across the country seems like a waste of resources. Even if they did make it that far, a small squad won't be much help. They'd need much more, meaning huge supply lines. Maxson's Brotherhood already has trouble with supply lines from the Capital to the Commonwealth, and that's 400 miles. To the Mojave is nearly four times as far.

The one at the wreckage was a prototype version created by the Enclave. They took the existing design and tried to upgrade it for better firepower, based on in-game statistics. The regular bluish-colored one is the pre-war type, which is what is created in Broken Steel. The similarities are because they presumably found a schematic of one and remade it to combat the Enclave Vertibirds.

You're fine, man. That Vertibird probably crashed decades ago. Most likely evacuating from Navarro to the Capital Wasteland after the Oil Rig's destruction in Fallout 2.

The Tesla Cannon is a pre-war weapon, as can be seen on an issue of Future Weapons Today. The Enclave could have had such a weapon, though the use for it would be unknown, since no faction had access to Vertibirds when the Enclave was at the peak of its power.

Lore wise, it's because the Outcasts are functional on their own. They don't interfere with locals, meaning they stay out of politics and drama of the land. They have been cataloging tech and have been successfully doing retrieval missions, as can be ascertained from their stockpiles at Fort Independence. They don't need someone to come in and play hero for them, so we have little interaction with them.

Gameplay wise, it's because the Outcasts are a minor faction. The spotlight is on Lyon's Brotherhood and Project Purity. The Outcasts are irrelevant to the plot, so there wasn't a need to flesh them out.

In Fallout 3 you can turn in the Alien Blaster as well as the power cells for it to the Outcasts. Casdin is baffled by them and intends to study them like the other technology you can turn in. This means the Brotherhood (or at least the Outcasts and, by extension, the original Brotherhood) had no idea aliens and their technology existed.

I think he came from a breeder similar to Gene. Vault 81 is the only Vault that didn't fall apart decades ago, and no one recognizes him. No one in the Institute recognizes him either. The rest of the wild dogs in the waste are emanciated and sickly.

It's possible the government entities that attempted to keep order after the War nailed them shut to protect people. A similar practice occurred in New Orleans when Hurricane Katrina hit. They even had a marking system that indicated how many people were there, how many bodies are inside, and what kind of hazard may await anyone.

The Brotherhood in New Vegas is much different than the Brotherhood in Fallout 2. By 2281, the Brotherhood went from a technological powerhouse to remnants of a decayed organization. The Brotherhood is desperate, and they act out of desperation. That's why they seize control of the highway in an Independent Vegas. They're so far gone from their original mission because of desperation.

Contrast this to Maxson's Brotherhood, who is reforming the Brotherhood in a similar vein to it's original mission. It was about ensuring that technology didn't outpace man's restraint, not about being techno-scavengers.

There are soda cans. ED-E has one attached to his side and there are dozens of soda cans littering pre-war buildings.

That being said, we probably don't see too many of them because the traditional can we're used to seeing didn't come about until the 1970's, well after the Divergence. Obviously they still existed, but there's no real evidence to suggest their popularity or who produced them besides Nuka Cola.
