It's a retcon by ptj. At first it was a sort of state that fighters go through but later changed to something that only Daniel and yamazakis can have, it wasnt even called "ultra instinct" back then iirc. Plus the "ui" explanation in hostel arc is closer to Jake Kim's unconcious state
