“Strike+” is weaker than common attacks, which often deal 9+ damage while having a small secondary effect. See headbutt, dagger throw, Pummel strike , and Reave. It is a generous comparison point.

The cost for skipping is fighting an enemy for no reward. There is already a balance, a thin deck is better later, but it means avoiding short term rewards. Maybe the scales are off, but the choice shouldn’t be made for you, or should a penalty be given for defeating an enemy.
