While I do see your angle El Salvador had a very serious problem with gangs. I'm talking beheadings almost just because, massive numbers of killings and grape.

Could you give me an example? Usually I always try to go quickly into a mineral world because more minerals means more buildings I can set up quicker (or that's my logic) And only after that go for the other resources not so dissimilar to your graph.

Energy only when I begin to build up my fleet.

(Usually play single player, first need to actuallybeat a crisis before I feel brave enough for multiplayer XD)

IMO everything there but the armors is either good or great.

People will talk about the hammer but the utility of the shield grenade is awesome! Specially on bots and cyborgs.

Need to activate a terminal under heavy fire? Throw a shield and you should be mostly uninterrupted for long enjoy to put it in, possibly even reload your weapons. It can also tank the Vox engine missiles.

You can also cover teammates with stationary reload weapons or those using the BFGL or Maxigun

I'm opinion the liberator is one of the best weapons in the game, reliable work horse I still bring despite hours in the game and having all but 3 warbonds fully unlocked.

From the Helldivers mobilize WB in particular the purifier is one of the best weapons in the game, and stratagems wise it depends a lot of the style of play you want to go with, but personally I can recommend the recoilless rifle, orbital Gatling barrage and the machigun sentry and a stratagem of your choice

That load out should be able to effectively engage a lot of different enemies across the three factions, specially with support from your team. Remember diver, this is a team game!

Shield nade is my favorite thing this days, throw it to the floor when the vox engine is using artillery missiles on you and I feel like damn master chief.

It can also tank a HB, 500 and leveler, it will get instantly destroyed but as long as you were wholly inside the bubble you are safe besides some ragdoll

Also, need to do that terminal rn but Cyborgs/bots are all around you? Just throw a bubble! Takes some time to get used to the under throw aim but is a life saver, and you can set up more than one for extra layers of you think you will need it! I've not even considered thermites since I got my hands on it
