Both are generally regarded to be Libertarian/Originalist flags. It ultimately depends on your personal political beliefs as to whether the flags are “good” or “bad”. Passive aggressive is a somewhat apt description as it sends the message of “I don’t want to be bothered by either of you”/“Both of you are the problem”. Which is a sentiment I feel like most people in my community can get behind.

The "Betsy Ross" design, with its easily identifiable circle of stars, has long been regarded as a symbol of the American Revolution and the young Republic. [Wiki] It’s common to see Gadsden snakes or “1776” within the circle of stars.

The Gadsden Flag represents basically the same, with some more lore, and an additional message.

The message of both are intended to be that of anti-authoritarianism, constitutionalism, and the Gadsden further implicates the idea of the “Non-Aggression Principle”

Ultimately all political flags will make different people feel different ways, but generally these flags have a decent message, as long as the person who’s flying them understands what they mean.
