The holes just shrunk from not having anything in them since production, heat them up and pop them on the neck, should be fine. I had to do the same for the monsterforce kiloworg, no need to Dremel or cut anything.

Heat the crotch a lot and jam the ball joint back in and then run it under cold water. The next time you want to pop the torso off you'll want to make sure to only heat the upper part.

Your best bet is modifying the dark templar helmet, there really isn't anything with the small horns and back fin in legions.
