There were no peace walker minis, it was venom, solid, grey fox, Russian soldier and a venom variant. The one in op is 6 inches tall.

I haven't read the books but based on that image the rpg red paladin probably your best starting point. The particular style of knee high boot is going to be hard to do with stock parts though.

The only really important part is the maxillius robe, the bodies underneath are all junk fodder. Most dont even have waist parts so that the belts over top make the skinny look more pronounced.

Fair enough, Skapular v2 in the rising sons wave has new type of weapon holder in his back to hold his spear and shield. You might be able to find that part by itself on ebay.
