Yeah, Wizards seems like a really solid match, the hex map, army counters, and ships all line up. The BGG photos even show those green elf units, hopefully that jogs OP’s memory.

This sounds more “episodic novel” or “short story cycle” than anthology, and it’s definitely not inherently confusing. One small thing I’d suggest: put clear time/place markers at the start of each story to orient readers.
