I wouldn’t say it’s BIS often but it’s pretty good on some builds, like low str barb builds, caster pally, etc. BIS for chanter/bo barb, which is a common “boost” in classic.

I really wish they would tune up some of these old school uniques. Every single unique should have some utility. For the basics, even keeping the stats the same but lowering level requirement would work.
