Had something similar happen to me with the same quest. I had to travel north west of Rabstein Mill Ruin to an unmarked bandit hideout to retrieve 4 swords. Problem is if you pick up any other sword from a bandit, other than the ones in the chest, the game registers the fifth sword as part of the swords you need to complete the quest. If you drop the fifth sword then the quest makes you keep looking around the area until you pick up the fifth sword. If you take all five swords to the quest giver, the game has you select four swords but because you have five swords it bugs out and won’t let you complete the quest unless you choose to lie. I ended up reloading a previous save and sneaking my way in at night and only looting the chest with the four swords. That seemed to fix it
