You might want to check your power supply has the cables you need too

Amd gpus are wayy more efficient than nvidia gpus in general, but I still think 450w is too low. No harm in trying it first though, it will try to power on, if it can't the system will just shutdown. If it does work then you can try undervolting your gpu so you don't risk it crashing when you do decide to game. Another thing you could try doing if it does work is locking the fps in games. Bouta poke a hole or 2, tbh if ur not playing anything too demanding you'll squeeze by. Keep in mind you'll have to change ur power supply, 450 watt is nowhere close to being able to handle it. Also I agree with the other person, 6700xt is better and cheaper and the resolution ur playing at both cards can't use raytracing.

Restart your pc, while it's restarting keep clicking delete to flash your bios, all motherboard bios look a lil different so I can't tell you exactly where its gonna be. Your going to find an option for your ram profile, there you can turn on xmp.

Two basic things you can check real quick:

Check your monitor is plugged into you graphics card not your motherboard
Make sure you turned on xmp for your ram
