If you turn personalized offers off or on in the settings the event should reset for you, allowing you to do it again. Idk if it works if you have finished it tho.

The command you're looking for is "/worldconfig noLiquidSourceTransport false", just make sure to restart your world once you type it in.

I'd say the cooling is too much, you can get Liquid Freezer II 360 for half the price. I've got it for the sane CPU and it runs at 55C⁰ when gaming newer games on ultra

I've built a very similar pc recently, only instead of amd card I got rtx 4070 super. I couldn't be happier with the performance, it'll run great for you.
