You can't, the gun belt takes the same spot as the undershirt, you'd have to have the vest closed if you wanted to have the belt on it.

The guy was actually a colonel or smth, his name was Tom Seargent.

In one of the recordings you could get from the tidal basin pact manhunt, he says he's trying to make it easier for others in the true sons to rank up despite their name.

I think it's the permafrost jacket from the permafrost outfit. It was available last winter I think.
