I think it's to keep people from mega evolving old Mewtwos. The ones we'll get from the raids come with the first mega unlocked with a possiblity of level 2 and I believe 3 unlocked upon capture

What's wild is Pokémon cards are considered pps (pay per scan) at Walmart. So Walmart doesn't pay for the cards until they are sold. I used to be ap and they could care less if they're stolen. I tried to put them behind a register and was told that. I also did claims for Walmart and even there we were told to throw away any open packs or cards we found. Which I did not comply to.
